    TAMPA - A city traffic technician was arrested last night in what police said was his third DUI offense. He was driving a city vehicle, according to an arrest report. Tampa police said Kenan Glenn Brown, 43, was driving north on MacDill Avenue and making a right turn to go east on Kennedy Boulevard when he was stopped.
