DUI traffic stop results in over 100 charges against Florida Keys man Authorities say a Key West man is facing more than 100 felony charges after an investigation that started with a traffic stop. Police have charged Richard Chip Dougherty, 37, with 58 counts of forgery, 31 counts of obtaining a controlled substance by fraud, 31 counts of criminal use of personal identification information and 29 counts of trafficking in controlled substances.
